The Department of Justice (DOJ) was established as a cabinet-level position by the 41st Congress in 1870, which additionally appointed the Attorney General as its chief officer. (The Attorney General's office was not created for the Department of Justice, but had formerly represented the government in all legal matters, as well as acted as a legal advisor to the executive branch, under provisions of the Judiciary Act of 1789.)
